Welcome to Bulecopack

A national campaign "BUY. USE. RECYCLE" has been launched to promote the separate collection of packaging waste

According to 9 out of 10 citizens, small actions such as recycling (or separate collection) matter. But only 44% say they always collect their waste separately, 36% - sometimes, and 20% never. This is shown by the results of a representative online survey among 415 people aged 20 to 55 years of urban population, conducted on behalf of packaging waste recovery organizations in Bulgaria in August 2025. A total of four packaging waste recovery organizations operate in Bulgaria - Ecopack, Ecobulpack, Bulecopack and Eco Partners. They operate in almost 200 municipalities, provide colored containers and cover 100% of their service in order to meet the legal packaging recycling targets. Colored containers for separate collection have existed in the country for more than 20 years, but many people still do not have the habit of collecting their waste separately. This is the reason why the four organizations will launch a joint national communication campaign in October and November 2025 to motivate people to collect packaging waste separately. The aim of the campaign is to convince more Bulgarians to realize the benefits of recycling for the environment, society and the reduction of waste that we generate in our daily lives. With their initiative, the organizations will answer the questions and concerns of citizens, inform them how to properly separate their waste according to the different separate collection systems - with two or three containers, and show why separate collection is both easy and useful. On the website www.reciklirai.bg, citizens will be able to check which organization works in their municipality and will get acquainted with the basic tips for properly sorting their packaging. The communication of the campaign "BUY. USE. RECYCLE" will be implemented on national television and radio, through outdoor and digital advertising. The information materials - audio and video content and visuals - will be provided to all municipalities with which the organizations work, so that the information can reach the maximum number of citizens. In order to assess the effect of the campaign, the organizations will conduct a sociological survey of the attitudes of citizens before and after its implementation. Separate collection is an important step towards sustainable waste management and the protection of natural resources. The joint initiative of the four packaging waste recovery organizations aims to show that every properly disposed packaging has great importance for the future of all of us.

About us:

Ecopack Bulgaria AD, Ecobulpack Bulgaria AD, Bulecopack AD and Eco Partners Bulgaria AD are the four packaging waste recovery organizations operating in Bulgaria. We were created to fulfill the obligations and goals for packaging recycling of manufacturers and importers of packaged goods. We are responsible for recycling a percentage of the packaging placed on the market by their member companies according to EU directives, the Waste Management Act and the Regulation on Packaging and Packaging Waste (e.g. 65% of packaging placed on the market for 2025). We conclude contracts with individual municipalities and provide citizens with containers for separate collection with a certain number and capacity in accordance with the parameters set out in the regulatory framework. We finance 100% of the costs of purchasing and servicing the colored containers, sorting the collected waste and transporting it to recycling companies. Municipalities DO NOT pay funds from their budgets collected from household waste fees or local taxes for the separate collection of packaging waste, but they determine the locations for placing the containers. In total, the four recovery organizations - Ecopack Bulgaria AD, Ecobulpack Bulgaria AD, Bulecopack AD and Eco Partners Bulgaria AD serve a population of over 6.2 million, almost 200 municipalities, and over the last 20 years - from 2004 to 2024, 3.6 million tons of packaging have been recycled.
